Fluid Elapse Ability Tribe of BlackColours Being Pursuant to Article 1 section 1, 2,  3, 4, 11, 15, 16, 19, specially section 9 of the Wisconsin Constitution; Amendment 1,  2,  3, 4, 8, 9, 13, 14, 15 of the United States Constitution; the Preamble of the United States Constitution, Native Reservations only Federal and Tribal Laws apply to members of the BlackColour Tribe of the United States of America as the Blessing the BlackColour Man's Freedom give The BlackColour man as a Tribe to gain his own Jurisdiction as a State of the United States of American and for the BlackColour Tribe to enjoy all the Rights, Privilege , and Immunities given to all 50 States of the United States of America.

Fluid Elapse Ability Tribe of BlackColour's Make this Proclamation on the Grounds with out our own Tribal land and Government with in the United State of American and all over the World the BlackColours are still forced into Servitude of Slavery pure involuntary servitude being forced to the white mans governance of City and State. The History of the United States and all around the world is public knowledge and proof of the War being wage against BlackColours to deny them freedom as freemen and freewomen thus there is no reason to list case law, nor historical events because this is common knowledge of every United State Citizen and Citizens around the world that the violations and events is just to numerous and unnecessary to add to this Proclamation for the fact in issue is and are pure Judicial Fact and Jurisdictional Fact of which Judicial Facts and Jurisdictional Facts can not be argued by any one in the Courts of Law. Therefore the Nations shame do not need to be listed in this Proclamation.   

Therefore as Slavery and Involuntary Servitude is clearly unlawful and illegal in the United States of America and as of 2019 the BlackColour man is still a slave stuck in Perpetual Servitude never receiving the Freedom given by law on January 1, 1863. Thus the BlackColour man as Reparations in Retribution will get the right to establish Tribal Land from every black city as Blackcolour Tribal Land or be issue Good Tribal Lands by all 50 states and the Federal government to gain Freedom owed to BlackColours for over 156 years.
